SOG does make differing versions of the PowerLock. One major version is under contract to the US military. In negotiating that contract, the military had the ability to request the tool as they desired. For whatever reason, they did not want the scissor and the 1/4" drive. We complied.
Without talking with you further, it is my guess that you have bought one of the PowerLocks that the US military has bought from us (we do not sell these models directly to the general public, to general dealers, or to general wholesalers...the buyer must be military). The tool you have is a 100% correctly assembled PowerLock for the military.
Unless I'm missing an option, here's what I see as your courses of action (assuming keeping it as is will not work):
- Return your PowerLock to your point of purchase and repurchase a PowerLock that is configured as you would like.
- You may purchase the scissor accessory and 1/4" drive directly from us (888.SOG.BEST) and install them yourself.
From what I understand, there are currently a handful of these model PowerLocks being sold on eBay for dirt cheap (I don't know where you purchased yours), but they are not being listed on the eBay auction as "GSA" (the military version). So there has been some confusion from buyers.
