this is what i'm starting with: a Vaughan 22oz shingle ax/hammer, with hickory handle

the steel rings clear and true when when you split a shingle block with it. I plan to lightly grind down the sides, ina scallop pattern, and curve the cutting edge somewhat.

cheap to buy to...less than $25 bucks.

Tell me what you mean by "I plan to lightly grind down the sides, in a scallop pattern"...
I'm not able to envision what you mean...

I will be very interested in what you do, and the results...
I might want to do the same or similar to mine...

are you going to use it for throwing? if you are you will find that the handle will break off farely quickly wood is very thin where it enters the head, if you use it for throwing and you pratice 3 -4 times a week you can plan on putting a new handle in it every month at best , after you by 2-3 new hahdles you be up to the price of a real hawk.
