Mystery Folding Tool

Hello Friends, Newbie hear. I've loved knives all my life but never really collected many. I recently started getting into it a few months ago, mostly Boy Scout and military folders.
Recently I came across a folder that left me scratching my head, its a New York, Knife Co, Walden, stamped on tang with Hammer Brand stamped on other side of tang.
My guess is between 1908 to 1931. If anyone could narrow down the year and maybe tell me what the heck this thing is used for I would appreciate it. My guess is
something to do with cleaning a horses hoof but don't know!
I have been using this site as a resource and it is very helpful. This is my first posting and I am not good with computers so please bear with me and if I stray from the rules
please let me know.

Well I'll be! Yet another specific purpose-driven variation of a knife. I learned something new today. Thanks for the enlightenment. 👍
 
Maybe start a thread for specific purpose-driven knives. There might be a lot of them.
