Photos Mystery Knife - Please Help ID

I inherited this knife from my father-in-law last year (RIP Rick). It's one of my favorites, but I can't find who made it. Can anyone help?

They look to be mosaic pins, so don't think the scales come off.

In the last pic, almost looks like GS initials, or at least a G? The S may just be part of the scrollwork, but it looks different than the other side.
 
The handles look like bone that someone has cut grooves into, and then filled the grooves with black paint.

Between the lack of any identification on the blade (maker, country) and what looks like paint in the handles, my guess is that it is a very cheap knife, possibly from Pakistan.

Or maybe a kit knife.
 
The handles look like bone that has been jigged and colored to look like stag, sort of like what Case does with their bone stag knives. The knife has a number on it and the sheath has a matching number inked on the inside. That probably had some meaning to somebody.....knife #502, or May 2002, or whatever....What looks like scrolling the one side of the blade could be letters, or maybe not. It could be a makers mark if you know how to interpret it. The knife was most likely put together by a small time hobbyist / maker in a garage or basement somewhere, possibly from a kit or a pre-fab blade and parts made who-knows-where.....
Chances are you'll never really find out though.....
 
I bet it is a small maker. I’m not an expert but it feels like a high quality knife. Heavy and well made.

The scales raise an eyebrow, but the blade and decorative work, number certainly don't cry out Pakistan to me.I hope someone solves this mystery.
