check wally world - they have some decent knives in the case in your price range, and you don't have to worry about amazon affiliates that never ship...
plus, that way you can actually feel the knife in hand before buying.
 
The Buck Vantage Avid has wood handles. A good blade shape and good steel, best of all its around the $30 mark.

I second this, they have some pretty good prices for what you can get.

As for the Kershaw, I've owned several different models and they're all really good knives, not my personal favorites, but good knives nonetheless. I would also humbly recommend looking at the Smith and Wesson M&P knives, they're a little more than $30, but I really like them. But make sure assisted opening knives are legal in your area first, to avoid any run-ins with the local police force. And another knife that I got really cheap and really enjoyed was the Randall Model 1 folder. Got mine from KnifeCenter.com for around $30, and it's an amazing knife in my opinion, def. worth a look.
 
I've recently done quite a bit of looking for just this. Outdoor Edge has two models that meet your specs. They are a bit on the large side for pocket carry, but doable. An Opinel would also meet your specs, and are really good knives, albeit a bit odd looking.

The third is a real sleeper, Rough Rider 078. It's only about $6, but it has a stainless frame and bolsters, a decent 440 blade, and highly figured rootwood scales. It's also the right size for comfortable pocket carry and is a lockback.

So, What else did you want in an EDC aside from "priced at $30 or less"?

There are lots of fine blades in your price range, though there is lots of junk as well.

Look at the KaBar Doziers and the Byrd line, though the Chive is a good choice. It has a lot of fans here.
 
buck 112 or 110 has nice brass bolsters and wooden handles. its a very nice traditional folder. Walmart has them pretty cheap too
 
try the Pocket Bushman.......from Cold Steel. Great knife for the money. Sturdy, great slicer, etc.
 
I thought the Buck Vantage avid had FRN handles so I looked it up and it is dymondwood.

Isn't dymondwood basically plastic made to look like wood?
 
Not exactly. Its like Micarta, except the layers are wood glued together instead of canvas or linen or paper. Its very durable, and cheaper than stabilized wood or Micarta or G-10.
 
If you want wood handles take a look at Opinels. They can't be opened one-handed but fore 10 bucks I think that they're one of the best deals out there. I personally carry a No.8.
