That sounds exactly like what we were issued back in the 90's....albeit that ours were for Central & South America....
 
My navel is pretty durable on its own. No survival kit needed. I suppose the seal might need one, but he has fippers.

fishing hooks, broken pants button, jail earring etc.

Too bad there wasn't a picture of the kit itself

(Sorry, I misread this and thought it said safety pins)

Bobby pins, especially the steel ones mentioned here also make excellent improvised lock picks if you have a skillset like those fine men in NAVSPECWARDEVGRU.
