Would Navy personal have access to a certain multi-tool provided by the Navy? Dose the Navy have a contract with a certain multi-tool company?

There are dozens of commercial-off-the-shelf multi-tools with NSN available through GSA. From about $16 to about $136.

I'm not sure about the Navy, but the Army I believe issues Gerber MPs. Could have changed though...

Assuming functional equivalence, military issue is usually based on lowest bid.

In this case military issue is based upon what the unit buys and issues. Many units will buy nothing and issue nothing.
