I don't have any fixed blades with blades between 3 and 4.5 inches. To me that's folder territory. I like the size of fixed blade neck knives but I don't like neck carry for a variety of reasons. I have found some small blades I like for EDC and carry them on my belt or tethered to the bottom of my pocket with a suspender clip.

Four of my favorites are the Kalista II, Neckmuk, Le Duck, and Amigo, all are under $ 50 although the Kalista is discontinued and the Neckmuk can be hard to find.Small EDC.jpg
 
I often carry my Spyderco ARK on a short length of cord on my strong side jeans belt loop at about 1 o'clock instead of my neck.

Easy to reach, handy size, and the tamper proof sheath makes drawing it dedicated yet easy to access.
 
Any necker sized knife can be easily carried on the belt. Or in the pocket.
 
Becker BK-14 is my dependable daily companion

But an underrated knife is the Benchmade Azeria. It has a great cant to the handle angle and it makes it super utilitarian with the Wharncliffe blade shape.

Also consider looking for Bird and Trout type blades. They are often in this size range.

White River Backpacker and CS Hai Hocho are my new and old pocket neck knives.
 
I carry a Strider DB in 3V steel in my left cargo pocket in my station pants. I guess you could say that’s neck knife size. It’s not my main cutter, just something to pry with and beat on at work. I’ve found that an Ulti-Clip is probably one of the best ways to carry a small fixed blade. I just clip it to the pocket right up against the seam and it stays put even when bending and moving.

Ulti-clip's are great! Let's you carry your small fixed blade practically anywhere! I'll wear it around my neck n clip the Ulti-clip on my shirt to keep the sway to a minimum! Also keeps it in perfect position in any pocket...IMG_20200222_110440.jpg
 
I've oggled this knife and have considered it. What's your opinion of it? Doesn't it have a wider handle and narrower blade? It looks pretty small but maybe you have large hands...
I really like them. I can easily get a 3 1/2 finger grip on it and I find the thicker tang makes it feel more comfy to use than most other similarly sized knives while not being quite as bulky as those with scales on ‘em.
 
Fallkniven WM1 Light weight awesome handle and offered in three different types of steel. I also got an after market kydex orange sheath for carrying around the neck if I choose to.
