Don't know what style or type of orange knife you're looking for so here are a few to consider. Almost all of these are under your limit and those that are not, may be if you look long enough and have patience. There are some inexpensive knives made in the Far East of course but I've limited myself to USA made (except for the Ka-Bar which is made in Taiwan)
Edit: I went back and re-read your post. Some (or most) don't meet your 3" blade criteria.
Buck Bantam Nano. Nice light knife. Large. Also comes in a combo-pak with that little BLW.
Buck Spitfire. One of my favorites.
Buck Lite 422. I just ordered this one.
Ka-Bar Dozier. Lightweight lockback, made in Taiwan.
Kershaw 1595ALOR Speed Bump. It may be an issue finding one and especially at or under your limit.
Kershaw 1735OR Zing. There's another Zing version without the milled blade. Top of your range.
Kershaw 1660OR Leek. Another of my personal favorites. Again, towards the top of your range but not over.
Kershaw 1665OR Packrat. I can't remember what these go for.
Kershaw 1760ORX Skyline. Another at the top of your range or over. Flipper which I don't like.
Victorinox Alox Cadet. Nice knife even if you're not into SAKs
