Need a recommendation

Who's a good budget custom knife maker. I'll have about $300-$400 to spend in the next 2 days.
Looking for a pattern welded blade, drop point but completely flat ground with a straight crowned spine with filing work for decoration/ "gimping".
Boar tusk handle, or an exotic wood.
Blade: 5.4"~
Good leather sheath with good design and theme. Should be secure, with a good snap.
