Need Advice Sending Knives to Netherlands

I recently sold a set of knives on ebay going to the Netherlands. These are not hunting knives, bowie knives, nothing of the sort. They are simply cutlery dessert knives, blunt sterling silver blades with pearl handles. I declared them as 'preused cutlery' and it looks as though the package didn't even pass customs in Chicago, it's being sent back to me in Texas. I really want to make this customer happy and send him this purchase, but how can I word the custom's documents without it getting flagged? Should I declare them as 'kitchen tools' instead? Wondering if I should just refund him. I'm sure collectors in the Netherlands are able to get their orders in, so there must be a way to send simple cutlery. I'd greatly appreciate your advice
 
Might want to check and make sure the pearl handles are ok for export/import to where you are sending them.

I'd label them as kitchen utensils.
