Need advise on refurbishing an old knife

A customer gave me an old miller knife. This is a large chalif, made for kosher slaughter of cows. I’m very familiar with these knives and work on them regularly, but this one is causing me a lot of problems. Namely, only the lower grits cut into this blade, while the finer grits just slide over it and end up barnishing the metal instead of grinding. It’s eating all my belts and I can’t get out the scratches from the 120 belt. This has never happened with any other blades I’ve worked on and I have no idea what kind of steel this blade is made from as its maker died before I was born. It’s some kind of stainless, but very tough. Hand sanding does almost nothing to it, and I need to get it to a mirror finish. Any advise? Please?!!
 
Where are you located? Do you have acces to high end belts (3M)? I am pretty sure they will have something that is hard enough for your needs. If it is THAT hard, handle it with extreme care because there is the posibility that it was quenched (hardened) but not tempered properly... ending up super hard.... and super brittle!
