There are some YouTube videos and such in replacement of the long ago rotted leather washers. It just uses hand cut leather washers, time and effort. It's seems like a fairly easy and inexpensive project, just a lot of work. Well worth it for an heirloom or sentimental valued piece. I hear the hardest part besides shaping the washers after installing is getting the steel plate off to begin.

Leather washers shape just fine on a belt sander. Mostly punching them to fit the tang will be the annoying bit, as well as getting as tight of a fit as is ideal. It can be a little tricky, but if you're able to forge the rivet heads back out straight it'll make it easier to rehead them than it will if you cut the heads off.

Find a Makerspace with a Lazer engraver/cutter. Leather, paper and wood washers can be cut in quantity with ease...

Without the pommel plate, are we sure that handle will stay in place from repeated blows? It makes me cringe thinking of that hatchet flying out of its handle.
Yeah if I were putting wood on it I'd either keep the pommel plate if boring out a solid block, or if doing a split setup like shown I'd want to drill though the tang and put at least one bolt, rivet, or other handle fastener through it.

I’d feel better with that too. One or two rivets or pins would be an easy addition. He did a nice job otherwise.
