You can strop it if you wish, either with compound or not (or both, in sequence). But you don't have to. I would encourage it though, as stropping can take an otherwise very good edge and make it even better with practice. Going from stones/sandpaper, to a strop with compound, then to a bare strop, can really make an edge sing (again, with practice).

'Honing' usually is just a vague reference to somewhat more refined 'sharpening' of an edge. It's what usually happens when one is just 'touching up' the edge a little, to keep it in shape. More often done on finer grit stones (or sandpaper), as opposed to the heavier 'grinding' done in the very earliest stages of sharpening at coarser grits. It's also possible to 'hone' an edge on a hard-backed leather strop (like leather on wood base) with abrasive compound; some people actually call that a 'leather hone', as opposed to a 'strop' which most accurately refers to a leather 'strap' upon which a blade is 'stropped' (like a barber's strop).

honing means sharpening. honing oil is preference. in my opinion you dont need it but it helps to lubricate the stone.
