I found this one, don't think it will be a great find but, who made it? Any info? Thanks in advance.

Does it has good steel?

I think it's likely a US made axe so the steel may be good, but you're your just gonna have to go for it to find out. Take a wire wheel /cup in a drill or angle grinder to remove the rust, then hang it sharpen it and use it to see what you think.
It's easier to check it's ability to be filed, but you have to know how good steel files .

They were advertised by True Value around the late 1970s- early 1980s. Master Mechanic tools had an immediate replacement policy similar to the Craftsman tool warranty. Perhaps made by Mann.

This information (above) is from an earlier thread:
http://www.bladeforums.com/forums/showthread.php/1240859-Can-anyone-tell-me-about-this-Master-Mechanic-Michigan-pattern-axe-head

ad from 1980 with $11.95 price:

$11.95 in 1980 has the same buying power as $34.93 in 2016, according to the CPI Inflation Calculator.

It looks like the stamp on yours was a soft strike as it wasn't ground on but mechanic is barely visible , at first I didn't even realize that the word was even there.

Hickory n steel gets full credit for the ID. I just recalled a previous thread with more info.

My first thought was master mechanic , but without the word mechanic visible the label colors made me think Collins . I google Collins master axe and only got results for master mechanic tools, that's when I took a second look and saw hints of the word mechanic.
