Need Help Identifing Axe

I have had a axe head for about 12 years and have off and on tried to find info on it to no avail. It is looks similar in shape and size to several that I have located. One being a older MARBLES with head being about 4.5 in. by 2.75 in. It has a blued or anodized surface; one side has a shield with vertical red stripes & a red band across the top of shield with what are intended to be 8 stars in this band. Laurel leaves form a semi wreath from the bottom of shield and up both left and right sides of shield. They are green in color. Above the shield and wreath is U.S.A. in red. This marking (Coat of Arms) ?? is located about center of where handle would be.

Below this marking, starting about one inch below it, is an engraved flying eagle (gold) clutching a red shield, (similar to above) with what appears to be red lightning bolts emmiting from the shield. Directly below this is what appears to be a Indian on horseback with a lance, or something, held overhead.(this is in red)

On the other side of axe head in area where handle would be, is an engraved antlered Buck Head. (gold in color)

Below this, along cutting edge of axe, two hands shaking. Detail on hands is pretty good also showing buttoned shirt sleeve with jacket cuffs with vertical marking on jacket cuffs.
In the area between the buck head and the hands, some one has scratched;

The axe is in really nice condition, a few areas of slight rusting above U.S.A. Logo. It is very sharp and shows no sign of use. It really doesn`t look it has ever had a handle in it.

Any information or ideas about this would be greatly appreciated.
