need help identifying strange type of axehead!

My neighbor Found this axe a couple weeks ago in the woods along with a ancient peavey. He has been an arborist for a while and even he has no clue what the extra blade is for. Our guess is that the top blade is used to strip bark from the tree. Does anyone have any information on this type of axe? the only markings we could find were very faded and hard to read, but it looked like "patented 2-??-29" we are going to clean it up and see if we can uncover any other markings.

I see these pop up on the Bay periodically. I've always assumed it was a brush hook/axe combo. Yours seems to be in decent shape.
 
Looks like an attempt to make a "brush axe" that's literally an axe. Looks like it would be a pain in the butt to actually use though. I almost went to see if I could find the patent info for it but figured (correctly) that Steve would track it down faster than I could hope to. :D:thumbup:
