need help identifying the origins of this folder.

I have this huge folder i picked up a while back and it has zero markings on it.
It is very very good quality and the steel is so hard i have trouble putting an edge on it.
other than what i can see i know nothing about it. open from tip to end it is 11" long so its a monster
blade centering is perfect and the lock up is very tight with plenty of room for wear.
i have a feeling its a prototype from somewhere but every prototype i have seen had some kind of marking.

i would appreciate any info.
