Need Help Identifying This Stamp

Hi all. I just started working on an axe that’s been kicking around here for awhile. The poll was mushroomed and the stamp is hard to make out. I know it says CHARLESTON, WV, USA on the bottom line, but I can’t make out the words on the top line. I thought someone might be familiar enough with the stamp to know what it said.

That was my first thought. But could it be UNION TOOL COMPANY?

Is the 'A' in VA big or small?

Small A. BTW, it’s a 4 lb splitter if that helps.

If you look above the ARL in CHARLESTON, do you see an ION as in UNION?

It says Union.

I think I found a match. The one above is listed as a 2 1/2 lb, and the one I have is 4 lb, but the stamp and the head shape appear to be the same.
