Need Help Identifying This

I rescued this from being thrown out. It is wood and around 57". There is a grove that is in the out side radius which appears to have been machined rather than hand cut. I know it is a pulley of some sort, however I would like to know what it might have been used for. It has mortise and tenon joints, and I do not see any metal mechanical fasteners.

The odd thing is that there is no central hub. The outer groove is more than likely for rope.
I wonder if something fitted into the long slot where the hub should be, possibly a pair
of these were used a a set of wheels. Dunno

I doubt it is a “wheel“. I would venture it wouldbe used in a back and forth motion, like the type to rock a church bell or something else that didn't travel all the way around.
 
KAZAA!! Yes it is a bell pulley. I was eating dinner and I remember seeing one when I was in college where I brazed the chains to repair them that attached the line you would pull on the ring the bells. Then I come back here and see Ron has it right.

Too bad I rent a one room cottage and my parents are tired of storing of my I found this nifty thing.
