Need help modifying and adding-on to a sheath

First of all, thanks to everyone whom has offered advice and answers to my questions so far--I really appreciate it. Ah, I'm actually trying to modify a knife-sheath for a buddy of mine, which is nothing new to me. This time, how-
ever, I offered to help and got in way over my head. He doesn't like kydex
much, prefering higher-grade nylon with a protective-insert. The sheath already has one pouch made onto the front of it. Now, what he wants is simple (or so he says):slots for a ferro-rod; a slot for a flashlight; slots for honing-steels (diamond grit, tapered). He's even asking for a slot for a mag-bar. He'd also like it to be able to house a very small (and I mean tiny) folding-knife--I solved that problem already, I bought him a tiny folding knife with a clip, I'll simply add a nylon strap criss-crossing the sides, he can clip it securely there. Slots also for three-to-four hex-wrenches.

He also wants a pair of malice-clips added. Now, for some of you, that may be
an easy task (not for me), but now it becomes even more complicated. He also wants to be able to mount-on both a larger folding-knife and a multi-tool (I presume a leatherman, likely a 'New Wave' or, hopefully, a 'Squirt). I'm already sure the design will be a slightly bulky one, but quiet atleast. The way I'm looking at it, it may be possible to add slots on the sides of the pouch which is made-on to the sheath..one for a folding-knife and another for a multi-tool. (My friend is into hunting btw; turky, bear, deer, etc--bowhunting is his specialty, hence the hex-wrenches). He's decided to use the sheath's pouch to hold a small but choice selection of emergency goodies--hooks, line, sinkers, swivels, etc (he's a fisherman, too--nothing worse than finding a good spot, and finding you've forgotten your hooks and such things.) (I'm going to use a candy-tin to make for him a small set-up for that). I'm trying to design the sheath in away that it will be an asset wether fishing, hunting, camping--or what have you, he loves the outdoors. Thank you in advance for any and all help, all of which is always very much appreciated.

P.S.If he decides to add a larger multi-tool, he'll have to use the knife's pouch, and mount the candy-tin on the side instead (which is smaller, anyway).

I'm going to be honest, here--there is no shame in telling someone that they are asking more than you can handle. What he is asking for is a belt pouch with a sheath on it, not a sheath with pouches on it. I don't think he quite understands how sheath construction works and unless all of those things he wants are truly miniature then he is going to have a heavy, bulky mess bouncing on his leg. As far as MALICE clips go, I haven't done them but they seem pretty straight forward--rivet on and you're done--so that shouldn't be a problem. Sewn-on sleeves for a diamond rod and firesteel, sure, and maybe the clip-on knife, but beyond that I think you're trying to hard to put what should be in a belt pouch on a knife sheath. I don't know your level of skill, so I could be wrong, but this request seems unreasonably complicated and unnecessary to me.

Like Noah said, get your buddy a back pack and let him put the knife in it. I was a little surprised that there was no request for a place to put a survival blanket and a rain poncho.

Survival blanket and poncho? I hope he doesn't see that ;), it'd be just like him to say, "Hey! Good idea! Let's try and add those too!" Lol.
Actually, most of the items are going to be small, as I managed to convince him to let me choose for him. Yes, there is a limit to what a sheath's pocket (or pouch mounted
onto a sheath) can reasonably hold. As to my level of skill, ah, I've practiced my various
skills for several years. So, for any interested, this is how the final product will come out. I've already more or less placed everything..just need to find a thimble..last time I tried this I drove a needle straight through my thumb--nail too...painful.

Using an extra slim-profile nylon sheath I had (more of a pouch really, but thin), and my
mini-mag's sheath (which I never use anyway), I've managed to add additional cargo space--but without the bulk. I slipped the mini-mag's sheath in behind the other one,
using it's cross-drawn loops, this fits well actually. Now, even with the multi-tool filling
up the knife-sheath's pouch, the two add-ons don't really add much bulk. I got around the larger folding-knife problem by recommending to him the gerber paraframe folding-knife (skeletonized).. The mini-mag's sheath can house two tapered diamond-grit hones,
and two ferro-rods (also a couple hex-wrenches, I think that's the right term).

By using two malice clips I was able to securely add the two extra cargo-areas, which also allows him to clip on any extra (small) items he'd like as well. The little sheath to which the mini-mag's sheath is attatched, can hold a little of this and a little of that,
including a little mini-mag keychain light (which are quite good in my opinion). (Looking at the back of the sheath, I hope he doesn't get any ideas about adding slots here too...) As it is, I think his sheath (once I get it pieced together) should hold just about everything he'd need...just in smaller sizes. Hehe.

Thank you very much to those whom have responded, and I will be sure to tell my buddy not to expect too much--there is a limit to everything, and a sheath can't carry what a small fanny-pack could.. (I'm going to suggest he get one too, btw). I may even modify a sheath for myself (ah, but a diamond and ferro rods are enough for me).

Nah, it came out clean. Not bulky. Now, if I'd gone the way he wanted it done..yea, he'd have NEEDED a back-pack just to carry it...hehehe. I had to improvise too much, he didn't want me to hand-make one--which would have been easier (and better). He's satisfied I guess. I've had some new ideas though, and if they amount to anything, I'll post a message or two about it. Golf cart, huh? Yea, he might've needed one of those carry too. :) Too much is, I agree, too much. He should've just got a fanny-pack. Ah well, I'm always happy to help my friends.
