need help on axe reprofile

Hello,
Anyone an expert on axe sharpening. I've got one axe that needs reprofile and I'm having trouble. I bought new 'axe' files and they seem to have trouble cutting the metal. They just skate across the bit. The new files cut for a very small amount of time and then just stopped cutting.
What am I doing wrong?
 
Are you cleaning the files out with a wire brush? How big are your files? I’m not an expert, but I’ve had a pretty easy time using a file and sharpening puck to keep my axes and hatchets looking good/sharp
 
Some axes are (too) hard, some files are soft(er) and the result is as above. If you cannot find a file hard enough you´ll have to use abrasive methods, a wet grindstone/wheel is the preferred method.
 
I have a wire brush on the way, don’t have one now.
I got some new files too.

I don’t have a wet wheel. But I can try the course SiC stones that Norton sells. I started with one of the course SiC Norton files and it works but the stone/file looses its shape and that complicates matters.
