Need help on recent 01 chisel grind purchase

A couple questions:

Knife was represented as mint, but there 4 very small 'spots' on knife, brownish, don't know if it is light surface rust or...? GooGone and Simichrome don't remove it. Any idea on how to treat it? Blade has an otherwise mirrored finish.

Also, blade is chisel grind. Edge looks super smooth, but won't cut. When I search "sharpen chisel grind' i get an all white page... 'done.'
Any direct links to sharpening chisel grind? No sharpmaker, would need to be sandpaper or stone.

I would think the spots are light surface rust. You do have to keep O-1 oiled. It is really easily subject to corrosion and the blades will stain.
