The eagle would date to the 1800-1810 range and regarded as a Type II Phral. No model designation beyond that. Produced in Philadelphia and likely in his shop. The type evolved from earlier castings. Not rare but not an everyday sight.

The scabbard is a conundrum. I would shoot brake cleaner down that open scabbard break. Let set an repeat. Wiggle and keep it flat.

Don't use brake cleaner! It will degrade the leather scabbard worse than it already is. Dribble in some USP mineral oil or baby oil. Also you can try to squirt in some kitchen olive oil spray.
 
Oils are going to be sucked into the leather and not break the bond. Lots of oil on the outside will result in puppy poo.

It was likely oiled before being inserted and that turned to shellac/glue. The type of the blade probably has a wide fuller. Getting solvent down the length may help cut the bond but it may destroy any blue&gilt. It's a bit like the cat in the box. We don't know what the status of the blade is. Massaging it a bit before anything is applied might break it free.

Spray brake cleaner (not fluid) may help cut the gunk. Dry cleaners use the same type of solvents (Tetrachloroethylene, etc) even on leather.

One could cut the stitches. Yet, the scabbard is complete and (imo) repairable, otherwise umessed with.

Another solution would be to leave it alone and display it as is. Barring untold circumstance, it will still be around in another 200 years.

Definitely a Prahl Type II. Some time before 1809. There is a page on the type ii in the Mowbray old testament.
