Need idea help - concealed body armor sheath

Hey sheathmakers, and folks who can think outside the box. I am a full-time corrections deputy who is also on tap for prisoner transport. I intend to figure out how to carry a Strider DB-L under my uniform shirt, strapped to my body armor. Problem is, I can't think of a good way to set up the sheath.

I have some experience bending kydex, and would be using kydex for this project. I have a whole bunch of .06" right now, which I think would be optimal to keep the profile as low as possible.

The torso straps on my body armor are approximately 4" wide elastic bands. The bands attach to what I would call the loops (soft part) of velcro, but it's not quite as fuzzy as regular velcro is. I also have a bunch of approximately 2" wide straps which attach in the same fashion, which are typically used for shoulder straps on the armor. The armor is a standard 2 piece, front and back panels.

Can anyone think of a good way to set up a sheath and attach it to the body armor, so that I can reach in under my shirt and get to the knife in the event it becomes needed? I am not a large individual, (5'9" 165#) so I think the knife will need to remain somewhat vertical in it's orientation.

You might be better off Stitching some heavy nylon, and creating a bug type pouch. I know a lot of guys that sew bug pouches for little kel tecs and such. I am by no means a sheath maker, but just a few thoughts also being Leo.
 
I think I may end up taking a couple of my spare shoulder straps for the armor carrier and using some gorilla glue to attach the hook side of the velcro to the outside of a thin kydex sheath. If the fit of the sheath is done just right, I should be able to draw the knife without having the sheath release from the armor carrier.
