Need Knife Identification

Good day! I'm here because I need someone who can identify a knife. My aunt owns this knife (or perhaps letter opener?) and we have no idea what it is or where it's from. If anyone could provide some insight, it'd be great.

I've read the rules, and I'm not asking what it's worth. We just want to know about the knife.
