Need some computer help with Pics

Decided to "Clean my Puter" after 9yrs and did a REALLY good job.
Anyway after getting everything restarted I found I did not backup my Photo processing software. The program I had was really easy to use and formatted everthing in jpg which was nice.
Really all I ever do is resize and flip or turn any way.
That program allowed you to Resize by >Pixels<

I am using Windows ME on an HP computer using a HP Photosmart 215 camera with SanDisk...Has photoimpression but I really don't like it and can't get the pics resized Etc.

Can someone reccomend a pic program that is easy to use (=Computer Illiterate) that is free if possible and compatible with my system?

both have merit but I think irfanview resizes with better clarity.

I use Adobe Photo Deluxe 4.0.

I use Irfanview also. I got it on a recommendation from Terry Primos.
Terry is very computer literate, but says it's the easiest one to use, and does the best job.
It's freeware, WITHOUT spyware.

It's the only one I've ever been able to resize photo's with.
