need some help with lure making (materials)

I am working on some lures and would like to make them floaters. We're talking hollow plastic that sinks slowly at this point. Is there anything that I can inject inside the structure, something that will harden and be water resistant, while proving that additional buoyancy? Would caulk/sealant type compounds work? Maybe glue mixed with sawdust or crumbled cork or something?

With hollow plastic baits that sink, it's because the plastic is thick enough to be denser than the water it displaces. Rarely does adding anything increase boyancy. If it is a bait that allows water inside to make it sink, then sure adding foam would work, but it would be best to remove weight.

I like the idea of using foam, although the listed specific gravity for that particular one is slightly over 1. On the other hand, I was playing with some nylon washers the other day, and could not get them to sink, even though their listed specific gravity is > 1 as well.
