Need suggestions on a B.O.B. Backpack.

I would like to keep it around 100 dollars. I have an army surplus store next to me. Is Mil spec stuff going to hold up well? I dont mind if it is civilian styled either it just obviously needs to hold up.

Yes, that's what it's made for. It may be heavy, but it'll stand abuse.

I like the larger Camelbak packs - particularly the mil-spec versions - as they make staying hydrated while moving easier.

Hmm, unless someone is a really avid adventurer and highly trained mountaineer I would guess that a "Civilian" pack will work just as well as a "Mil Spec" version.

For $150ish, you could get a Snugpak Rocketpack 70. British Military spec, combat-proven, will take abuse.
