What is your price range?

Buy American components. The East Block (Russian) look good if you aren't going to use them much or they are just for bragging rights at the local bar. You can take a really bad set and turn the gains up real high and get to work well for the short run before you burn them up.

Litton or ITT 2nd generation stuff with a certified tube spec sheet will serve most people very well. You are looking at a bit of money. If you need longer service life and better resolution, go 3rd generation. Even a brand new "bad" 3rd generation tube will outperform and outlast a 2nd generation tube.
