Deviant Blades is Filip De Leeuw, who is actually a Spyderco design collaborator (Friction Folder, and possibly some others I can't recall), so I am guessing he paid the minimal licensing fee or otherwise got permission from Sal to use the Spyderhole.

It says right in the description the Sypderhole is licensed. The second sentence.

If you read the description in the link you posted the hole is licensed by Spyderco

^ This. He's used the Spyderhole on many (if not most)of his customs. I don't think there's a problem here.
