New Ad Popping Up "We Transfer"

I'm seeing a new add that is popping up with title "We Transfer" with graphics, etc. on the bottom of the screen that grows and takes up half my screen (using Samsung S8 w android). I close out of it (takes 2 clicks) and It comes back every 30 seconds or so. Wondering if it's just me? thanks for any insight
