I just picked a Council tool Velvicut for a good price. I saw something about soaking the head in linseed oil to swell the wood in the eye. I was wondering how ofter should this be done and if there is anything else i should do to get my axe ready for use?

Check the edge geometry and sharpen. Read the free .pdf "An Axe to grind". Nice axe choice, btw.

There should be no need to soak that axe in BLO. Those are hung well and then wedged, it should stay tight for a long time. Just don't leave that nice axe outside or out in the shed to deal with the change in humidity and temps.
Years from now, if the wood inside the eye is very dry, maybe then a soak in BLO will make a tighter fit. Otherwise, a very light amount over the whole handle and top of the eye/wedge won't hurt. Do that once in a while, once a year, depending on use and conditions.
