This one, like many of the cold weather prep articles I've done, was written largely for those who have little experience with life's crazinesses. Those who may have been too young during the ice storm that hit Atlanta Georgia and neighboring Alabama in Jan of 2014 where hundreds of accidents occurred and almost a dozen people died due to long exposure to low temps. As in them still being in high school and not responsible for dealing with such happenings personally, and having little to no choice in how they could have prepared for such occurrences anyway, so not ever dwelling on it long after unless they personally lost a loved one in the mess. Those who weren't around in January of 1977 for the ice and snow in Florida, or don't remember it. The night the temps plummeted into the teens and the ice and snow on the roads caused thousands of accidents from the panhandle to below Tampa and left many stranded for a while, with no cold weather clothing or supplies in their vehicles because it was so unexpected. I was living in Tampa then, and there weren't enough emergency workers to tend to the accidents at every major intersection in the city at the time. Life is filled with many surprises, but taking a few minutes to make some common sense preparations can make them easier to bear, or even less likely to injure or cause death.
