Greetings and thanks for letting me join the forum. My neighbor has been a knife maker for many years, he had this in his collection, not one of his.
He offered it to me since I do a little diving, I assume it is a dive knife of some sort.
The sheath is plastic and has CHAEL III, Collins Bros, Atlanta GA on it
The knife has Valor Mustang with a horse on it's hind legs. I guess not so much ID'ing it as any history or other info.

Thanks in advance.

The way it works out is the Chael III was the dive knife Walter Blackie Collins developed. The Mustang Adventurer was a line for line high quality copy that Valor made afterward, it's a line for line copy.

Here's the announcement for the Chael in 1973, The Valor came a couple of years later -

Both are very hard to find.

From another knife web site:
Valor Corporation of Miami Florida existed from the late 1960s until the early 1990s. In it’s time, it was a prominent seller of low cost firearms, ammunition, firearms related accessories and a large importer of knives from various Seki makers. While Valor’s knives covered a wide range of types, a few models were of high quality and stood out.
