From my understanding, Vinyl is simply the material used.
Pressure sensitive versus Static cling are just different methods of application.

Almost any static decal I have ever seen has advertised as such.

I work at a sign shop. You are referring to "static cling" which can be moved and re stuck many times.
Almost all other stickers are printed on vinyl or printed on laminate or cut directly out of vinyl.
