You can temper it, sure. As for heat treating (as in hardening), you might need more heat. Also, 1095 probably has a soak time which means you need to hold it at a higher temperature for a few minutes to get all of the carbon into solution. I’d recommend a coal forge at least, and preferably a heat treating oven. It is a lot easier to control the temperature.

I’ve not tried using a torch for a heat treatment before, but I’m sure it’s possible depending on the torch.
