New to swords - bought one, can I clean it?

Just bought my first sword. Saw it and could not resist. But, can it be cleaned to make it look shiny and new?
Also, are these worth anything, when looking better?

Shiny and new ? NO !

The best you could do is to try using OOOO steel wool with some oil to remove some of the rust. A good preservative grease or wax should prevent further rust.
 
British Army Officers Presentation Sword, now discontinued by Pooley. Apparently.
 
Bought a kinda cheap looking katanya sword at a flea market,took it apart and every thing looks pretty well made then tried to sharpen it as it was not very sharp but a file would not touch it as the steel is too hard. Seems like I paid forty or fifty bucks for it about ten years ago.
What would be the best but not too expensive way to sharpen it? Thanks for any help,Jim.:confused:
