I was under the impression that the rules allowed free sign ups to buy items, just not sell.
 
A basic level paid membership has access to private messages

The basic is pretty cheap. I think $10 and well worth it to facilitate purchases. You can still purchase without, but PMing is easier. Just post in the members profile page, if they don't provide an Email and they will get an alert
