I am now officially obsessed with getting the UBR Commander and I was wondering if joining the Emerson Collector's Association would increase my chances of getting one on the first run. I've looked everywhere and don't see where I can preorder either. Any help is appreciated guys.

There will apparently be a small run made later this year so if you want a chance at one of those you will pretty much need to be on the ECA list.
You may or may not see them on the secondary market in years to come but I would say it's not very likely TBH.
