Tim Herman is the moderator and my guess is that the password thing is more a matter of informed consent... sort of an "enter at your own risk" sort of thing.

This would be ideal for forum censors to use as a sort of "judgement" to pass upon people who post content they personally disagree with, simply by moving the thread there. It's more of a statement than the regular padlock icon.
