But I noticed that the Titanium side does not have the Hinderer Washer thing that stops the liner lock from going too far...

Pictures would help...but the lock bar stabilizer should definitely be there. Did you buy it from an authorized dealer?

Does it have a steel lockbar insert? Apparently they've been adding those to their older models and the insert doubles as an internal LBS.

Someone with a newer model may chime in, but I thought I remember reading that they put the over travel stop on the inside of the lock bar face, if that makes sense.

Correct. The insert acts as the overtravel stop. My new 301 is that way. Looks like newer 550s will have both insert and lbs.

That's the 2014 updated design for the 0300 series. No more external LBS. The steel lockbar insert also doubles as the overtravel stop.

And congrats on getting the 0300BW. The 0300 series is really awesome. The 0301 was the second ZT I got (after a 0350). To date, it remains one of my favorite knives. It just fits in hand perfectly.
