Yes. .060 can be cut very easily with snips in sheet form, and pretty easily when doubled up for a sheath. .093 is easy for the sheet but very uncomfortable doubled up. Don't know about .080, but it shouldn't be bad. Keep in mind that the snips will leave a very marred edge, so leave plenty of room for grinding it down.
 
I used to use shears or tin snips. It's a great way to get strong hands. However, it's not the easiest way to go. These days I use a litte mini table saw that I got at Harbor Freight for $40. I cut rectangular blanks then shape with a Dremel. Nowadays I occasionally get bulk orders for sheaths and I'd probably have carpal tunnel if I was still cutting Kydex by hand.

Depending on the size of the piece, and whether it is flat or formed, I'll use tin snips, band saw, or table saw.
