I'm still learning about axes and hatchets, and I want to know if I am wrong to think that an axe or hatchet with empty space or gaps (even small ones) between the eye and wedge at the top will have a potentially weaker handle, prone to moisture and shrinkage?

Fitting a handle well, now that is a worthy goal to aspire to.
Moisture happens, just keep 'em oiled up.
 
You can seal any gaps with beeswax or a beeswax mix. Beeswax, BLO and turps works well. Equal parts.
 
Would I be right in returning an expensive axe that came with such gaps instead of a tight full fit? I can do the beeswax (good idea!) and wouldn't mind on a less expensive axe, but surely one that comes from a high-end maker shouldn't require that, correct? It is funny how poor QC can be even on axes from legendary companies.
 
You could also buy a store-bought wedge, break it into thinner pieces and pound them into the gaps. I do that with my personal hangs quite often. Sometimes the eye wood splits off and you're left with a gap. Wedge it and call it good I say.

I don't know. I don't think you can expect a completely filled eye and I don't think it's necessary. As long as it's not loose or doesn't become loose right away the manufacturer has fulfilled his obligation. If you're going to use it in conditions where it's going to get wet a lot then you should probably seal it up.
