No idea backpack use

No idea what this pack is made for if anyone knows please tell me it's like a backpack with an open bottom which makes no sense it's has two removable tubes on the inside my first though was that the frame was upside down but it's not note in picture bag is upside down


 
Looks military. This is entirely a guess but maybe some sort of rocket launcher carrier? I guess this because it looks like it's made to carry one thing as opposed to being a traditional pack
 
If you look at the first picture those black tubes are removable if that helps any
 
The frame looks to be an ALICE frame (for large ALICE) without the suspension system or hip belt. I seriously doubt that pack was designed for that frame. Even if it did, the frame is upside down as you have it pictured. The part of the frame that's at the top of the pic is actually the bottom of the frame where the hip belt and lower back portion/pad of the suspension system belongs. Looks like someone tried to cobble a mess together.

The frame/suspension system is either incomplete, incompatible, or put together incorrectly. I believe it's a combination of all three, but can't be sure from your pics. Even if it were complete and put together correctly, I don't believe that frame is compatible with the pack.

The hip belt is missing that much I know
 
I've figured out its USA made and I know the Alice frame is made for the pack because of how it joins at the top of the pack

That pack doesn't properly fit the ALICE frame (even if the frame top slides into the pack pocket) which is probably why the ALICE shoulder straps aren't being used. Is there a "slit" at the top of the pack pocket so the proper (ALICE) shoulder straps can be used? That's the purpose of the strap keepers on the top rung of the ALICE frame.

I agree. There are a lot of things that come bundled in a pelican case that may need to go on a trail in the military. My guess would be communications gear, electronic surveillance, etc. You could easily stow it and hump it over the next hill with a pack like that.

Looks like the frames in upside down and obviously missing the hip belt (which you mentioned). It looks quite a bit like a TYR MICO pack, made to carry/feed MG ammo. Its probably just some other kind of munitions carrier though, thats definitely a sling load type frame thats just assembled wrong.
