No Pins?

Why do some knife handles have the pin holes drilled, but a lack of pins? I believe the term is "Hollow Rivets"?

i may be rong but if you want the handles not to have the pins showing you could shape the handles and drill the wholes just short of going all the way through, make the pins just long enough to fit through the scales and tang and use epoxy all around them. that would allow for the pins to be in there and not show
