It looks like stainless steel handle scales. Since stainless steel was invented around 1914, I think it would be difficult to place it in the hands of the US Cavalry in the Civil War without a time machine.
It is a common ploy used by ebay sellers to label something as Civil War, there are too many who will pony up large amounts of cash for anything they believe to be Civil War. P.T. Barnum had a good amount of wisdom.
