Sale to non law enforcement is illegal. Ownership with a fishing/hunting/trapping license is legal for use during those sports (NYS PL 265.20#6). In the brief by the NYC ADA responding to the law suit by Knife Rights, the ADA affirms that exception. ( which is an additional affirmation defense to the actual law). All that said NYC has little tolerance for any knife. The rest is NYS is different to a point. Consult a lawyer is your still interested....
