If not, how do you think a typical State cop might respond if he pulled this off a 28yr old working man? Let me slide?

If he processed me for it, what kind of penalty is there? ...and what would the charge be called on my record, ie: "possession of a deadly weapon"?

No, I believe this is considered a dagger and is illegal. How a LEO will view you with it may depend on the situation, where you are and what you are doing. I wouldn't take the chance though. I certainly wouldn't carry it in NYC.
