NYC EDC: 806d2 AFCK & large CRKT Kasper

Here's a question:

these are 2 blades that BARELY make 4 inches. (1sks.com lists the afck 806 as being "3.96"). However, I ran into another blade freak recently, and he said that LEO's might fight my EDC's questionable, and that I should go for a much shorter blade.

If the NYC law states that blade should not exceed 4", and these blades don't...then why would I get in trouble for it?

Also...I know this question has been asked before, but do they actually measure the ENTIRE blade from tip to pivot, or where the they is actually sharp?

I'd like some discussion on this, because, as New Yorker, I love having my EDC's longer than shorter. Besides, bm hasn't made a mini-afck axis lock yet, so I really want to carry my 806.

If you measure from tip to handle and come up with 4" or less, I think you are within a "reasonable interpretation" of the law. That may keep you from being convicted of simple posession, but does not necessarily guarantee that any given police officer won't consider your knife questionable. There are also different ways to measure a blade, and the statutes rarely specify how to.
